What procedure teaches

Administrative practice is not the enemy of strategy. It is often the only place strategy becomes real.

Younger counsel sometimes treat procedure as paperwork that interrupts the interesting work. I used to feel that too. Years at the Department of Industry’s rhythms changed my mind.

Deadlines, examination reports, publication windows — these are not obstacles around the law. They are how rights take shape here. Knowing the text without knowing the practice is half-literacy.

I still enjoy the strategic conversation. I trust it more when it can survive a calendar.
